The only restroom we found open was the one by the beach. The rest were closed.

Yes, in the State of New York women are allowed to go topless in State Parks. It’s not very common anymore but was extremely popular in the 90’s

September is very quiet so you should get a good deal. I have not been in the cabins but from the outside they appear quite rugged.
